PGARAs mandate
PGARA's mandate is to
provide and place where safe and responsible racing can take place first and
foremost.
In both facilitating and
offering this to our Members, we have an additional goal to present to our fans
a great event in a well prepared facility. The Directors believe this is
essential to fans long term support and growth.
We want the experience at
PGARA to be entertaining, while offering the spectator as many services and
amenities as we can. This will support the mandate of increasing spectator
attendance to double or triple present levels.
PGARA is driven by both the
evolution of its classes and the facilities that we presently have and make
changes in the best interests of progression of racing in western Canada. As the
association grows, the demand for improvements and promotion has been the
forefront of challenges for the organization.
Where the 'not for profit'
advantage of the facility puts money back into the track, the Board of Directors
work to ensure the income of the track has a corporate attitude.
Volunteers
Prince George race
enthusiasts volunteer their time and effort to assist in the normal operation of
the facility. Many of these volunteers have been with the association for many
years and have contributed greatly to the maintenance and care of the track.
Race days provide a
number of responsibilities that are filled by Directors and Volunteers. Flag
person, gate keepers, spotters, and more including the Emergency crew will keep
PGARA at the top of its game.

RELEASE AND WAIVER OF LIABILITY AND INDEMNITY AGREEMENT
IN CONSIDERATION of being
permitted to enter for any purpose any RESTRICTED AREA (herein defined as
including but not limited to the racing surface, pit areas, infield, burnout
area, and all walkways, concessions and other areas appurtenant to any area
where any activity related to the event shall take place), or being permitted to
compete, officiate, observe, work for, or for any purpose participate in any way
in the event, THE UNDERSIGNED, for himself, his personal representatives, heirs,
and next of kin acknowledges, agrees, and represents that he has, or will
immediately upon entering any of such restricted areas, and will continuously
thereafter, inspect such restricted areas and all portions thereof which he
enters and with which he comes in contact, and he does further warrant that his
entry upon such restricted area or areas and his participation, if any, in the
event constitutes an acknowledgment that he has inspected such restricted area
and that he finds and accepts the same as being safe and reasonably suited for
the purposes of his use, and he further agrees and warrants that if, at any
time, he is in or about restricted areas and he feels anything to be unsafe, he
will immediately advise the officials of such and will leave the restricted
areas.
HEREBY RELEASES, WAIVES,
DISCHARGES AND COVENANTS NOT TO SUE the promoter, participants, racing
association, sanctioning organization of any subdivision thereof, track
operator, track owner, officials, car owners, drivers, pit crews, any persons in
any restricted area, promoters, sponsors, advertisers, owners and lessees of
premises used to conduct the event and each of them, their officers and
employees, all for the purposes herein referred to as "releases", from all
liability to the undersigned, his personal representatives, assigns, heirs, and
next of kin for any and all loss or damage, and any claim or demands therefore
on account of injury to the person or property or resulting in death of the
undersigned, whether caused by the negligence of the releases or otherwise while
the undersigned is in or upon the restricted area, and/or competing, officiating
in, observing, working for, or for any purpose participating in the event.
HEREBY AGREES TO INDEMNIFY
AND SAVE AND HOLD HARMLESS the releases and each of them from any loss,
liability, damage or cost they may incur due to the presence of the undersigned
in or upon the restricted area or in any way competing, officiating, observing,
or working for, or for any purpose participating in the event and whether caused
by the negligence of the releases or otherwise.
HEREBY ASSUMES FULL
RESPONSIBILITY FOR AND RISK OF BODILY INJURY, DEATH OR PROPERTY DAMAGE due to
the negligence of releases or otherwise while in or upon the restricted area
and/or while competing, officiating, observing, or working for, or for any
purpose participating in the event.
THE UNDERSIGNED expressly
acknowledges and agrees that the activities of the event are very dangerous and
involve the risk of serious injury and/or death and/or property damage. The
undersigned further expressly agrees that the foregoing release, waiver, and
indemnity agreement is intended to be as broad and inclusive as is permitted by
the law of the province or state in which the event is conducted and that if any
portion thereof is held invalid, it is agreed that the balance shall,
notwithstanding, continue in full legal force and effect.
THE UNDERSIGNED HAS READ
AND VOLUNTARILY SIGNS THE RELEASE AND WAIVER OF LIABILITY AND INDEMNITY
AGREEMENT, and further agrees that no oral representations, statements or
inducements apart from the foregoing written agreement have been made.
RUNNING RULES…
No one is allowed on track
until the following conditions are met:
· Fire equipment is
on hand and ready for use.
· Tow truck and
driver is ready.
· Permission from
pits is granted.
· Helmets, goggles,
driving gloves and driving suit must be worn.
· Cars must have
been safety checked and passed as listed in rulebook. Anyone wanting to practice
must have a member of the Board of Directors present and have signed the waiver
before going out onto the track.
· A driver must be a
current member to practice.
Any cars with oil problems
on the track will see the yellow thrown. If you have an oil problem you will go
to the back of the pack once the problem has been fixed. If you have no oil
problem you will remain in the position you were in upon the yellow flag being
thrown.
Cars will get two timed
lap. If a car spins out, stops, or pulls into the pits he may return for one
more lap only.
Any car spinning out in the
first lap will result in a restart. Only one restart per race. Second restart
will be single file.
In the event of a stoppage
during a race, cars will line up in a double file with leader out front on back
straight according to the last completed lap shown on the lap sheets. Cars
involved in an accident or a spin out shall start at the rear.
No race will be stopped
because of an accident unless the officials deem it necessary.
Yellow flag laps will not
be counted as running laps.
Any car stopping due to
mishap and not driven immediately to starting position shall be considered as
involved in an accident. Starter’s decision is final.
Intentional running in the
infield will result in disqualification from the event. An event is one single
race, not the day’s events.
Intentional blocking or
chopping, nerfing will result in disqualification from the event. An event is
one single race, not the day’s events.
Permission must be granted
by pit boss and/or starter before any practice at intermission.
All cars must have numbers
neatly decaled or painted on the center of both doors and on the center of the
roof minimum 20” high. All numbers must contrast to body paint. Numbers must be
readable day or night from the timing booth.
Points are awarded to the
car number that is registered at the pit gate for the day’s race. There will be
no interchanging of numbers during the day’s program.
PROTEST: Protest forms are submitted to the Pit Boss along
with $150.00 cash to protest top end of motor, and additional $150.00 cash to
protest bottom end. Protests are only valid if they are made during the day’s
events or within one half-hour after day’s program. Any competing driver may
protest any car once per race day, and specify any two items. The protest fee is
to be forfeited to protested driver if the car is found legal. Only drivers who
have competed in the day’s events may protest.

The Executive will
designate tear down personnel
Being found guilty of
running illegally, the offending car will lose all points for that day. Being
found guilty of second offense at any future race during the season, the
offending car will lose all points gained to that point, any points that day may
also be suspended.
No cars are to be removed
from speedway grounds for 30 minutes after completion of the day’s program. Any
car leaving the track will lose its points for the day, unless special
permission has been given.
In main events only car
starters change starting positions for any reason deemed necessary. Decisions
are final and not to be disputed. Rookies, meaning any person who has never oval
raced in that class before, must start at the rear of the pack for the first 3
race meets; they will receive passing points.
Tech-man’s decision can only be
appealed and possibly overruled by official protest to PGARA.
All cars must be
self-starting.
Cars may only enter or
re-enter race during yellow flag and (or) at the discretion of the flag person
In order to receive points
for a race, the car must take the first green flag of the race.
Any car is subject to
inspection at anytime.
If any car ignores the
black flag for 3 laps, the offending car will be deleted from lap count system.
If a driver is unavailable
to time in his car, he can make arrangements to have someone else time in his
car and race it, until he can make it to the racetrack. Upon arrival at the
racetrack, the driver is to inform the pit gate. The timing booth MUST BE
NOTIFIED that someone other than the driver is timing in his car!

POINTS AND PAYOUTS
Any car not qualifying does
not receive passing points
TIME TRIAL POINTS
Number of cars will
determine the total number of points for qualifying, the faster qualifier
getting the same number of points as there are cars.
Cars will receive one point diminishing down to the last place getting 1
point.
Ties: the first car to have
timed in receives faster qualifying position.
DASHES AND HEATS
Drivers must run a Dash and Heat race to qualify for
the main event. Dashes receive the same number of points as the heats.
Numbers of cars
starting will determine number of points. 1st place will receive the
same number as cars starting, each position thereafter diminishing by one point.
MAINS
After the main event top
three cars must go directly to scales. Refer to timing booth per class

FLAG RULES
Any driver who does not
obey the Flag Rules will be subject to disqualification and/or fined. Light
signals are also used; drivers should have a definite understanding concerning
signals and flags before the race.
Green Flag – Start of race

Yellow Flag – Caution, go
slow, single file, and hold position. No passing. Not allowed to race to yellow
flag
Red Flag – Danger! Come to
a controlled stop.
Black Flag -Go to pit at
once for consultation.

TRACK RULES
A current membership card
must be shown when entering pit gate. Persons must be 14 years or older to be a
member and enter the pits. MUST BE 16 TO DRIVE HOBBY STOCK. MUST BE
14 TO DRIVE THUNDER OR MINISTOCK. Any persons with no circle track racing experience must
attend a mandatory 3 practice sessions and have 3 BOD signatures to race.
No splitting of classes
with 30 or less cars. Six cars make a class. Five cars or less can time in, run
a dash, heat and a main (with the same number of laps as the heat). May also run
in another class’s main event if other class allows. No trophies.
The BOD May at any time,
revoke a persons driving privilege if they are deemed to be a danger to
themselves or fellow drivers
All participants must be
members and must sign Waiver before entering Pit Area. Pit pass must be
displayed in a conspicuous place on his/her person. PGARA recommends that all
entering pit area have MEDICAL COVERAGE.
ALL TEAMS MUST BE
CLOTHED IN UNIFORM APPAREL WITH MATCHING SHIRTS, PANTS AND OR COVERALLS. THERE
WILL BE NO EXCEPTIONS.. No
shorts or tank tops allowed in pits.
The track reserves the
right to reject any person applying for pit entry or to refund pit fee, and to
eject any person whomsoever from the pits.
Any club member permitting
the use of his membership card by anyone other than himself may be fined or
barred from the track.
Anyone under a doctor’s
care or on compensation or drawing sick benefits from any source must make his
condition known and a decision will be made by track officials as to his
admissibility.
Anyone acting in any way to
the detriment of the track club or racing in general will not be allowed on
track property.
No pit person or
non-official in the pit area will be allowed on the track, infield, or track
exit or entrance during any race event. Unless with permission from an official.
Cars will park as directed
by the pit boss. One tow vehicle and trailer allowed in the pits per car, all
other vehicles must be removed. Enclosed trailers, which obstruct the vision of
safety officials and spectators, must be removed before the start of the race.
Drivers will alert
themselves and read the blackboard in order to be ready when called to line up.
If not there when called, a driver will lose his position and may be deleted
from entire program for the day.
Cars must be lined up in
correct position and ready to move out of the pits before the previous event is
completed.
Changes in drivers and
sponsors must be reported to pit gate or pit worker at board BEFORE EVENT STARTS
Pit boss is in charge of
all cars while in pits. Once on track they are under the starter’s direction
until re-entering the pit
Cars entering the pits must
proceed directly to their pit stall and not stop in pit driveway, thereby
blocking cars in the rear from entering pits or clearing track.
A car having mechanical
trouble or impeding traffic must move to the pit or infield. Any driver who
blows an engine or a tire must immediately leave the track surface.
Tow trucks are for track
use only and will not be required to lift cars for tire changes or repairs. This
is the responsibility of the car’s pit crew.
Speeding or spinning wheels
in pits will not be tolerated and will be considered a serious offense, subject
to a fine / suspension. SPEED LIMIT MAX 5MPH.
INTOXICANTS: The use of
intoxicants by a driver, car owner, pit person or track official on the day of a
race is strictly forbidden up to the end of the race meet. Violators will be
immediately excluded from the course by track officials. Penalty will be an
automatic fine and/or suspension for two race meets. Drinking in the pits by any
member or person will cause the person to be taken from the pits immediately.
CAUSING A DISTURBANCE: Any
driver, car owner, or pit person who at any time or place causes a disturbance
or uses improper language before the public is subject to a fine and/or
suspension from pits and/or club activities.
Any drivers or pit crew
harassing track officials or volunteer workers will be given a fine (to be paid
before next race day). Upon receiving the third fine you will load up your car
immediately and leave the racetrack. Any driver or car incurring more than one
fine on race day, the second fine should be issued by a different track
official.
After three fines, car will
be parked for one race day.
Slow cars start at the
front, fast at the rear determined on qualifying times. No inverted starts.
Anyone going onto track or
across track during a race meet will be suspended, and his car will lose all
points for that day or will be fined, unless special permission is granted by
Pit Boss or Starter. Any pit crew or driver going onto the track to attend a car
before a track official is at the scene could have his car parked for the day.
All present are required to
attend pit drivers meeting when called. Any driver present in the pits and not
attending will be fined.
Anyone using a fire
extinguisher must report with used extinguisher to the pit boss so that used
extinguisher may be suitably marked.
Due to crowding in the pit
area, the number of persons on any car’s pit crew will be limited to five
persons, including driver.
Anyone blocking the
movement of safety vehicles and tow trucks will be fined.
Tow trucks must be parked
in designated areas only.
No littering in pits. Cars
responsible will be fined. All teams will be found responsible for their pit.
RESPONSIBILITIES OF
DRIVERS: Drivers will be responsible for the conduct and dress of their pit crew
and responsible for any fines incurred. Any fines incurred to be paid before
next race meet.
Any stopping on track due
to mechanical or otherwise, the driver must remain in car with helmet and belts
ON until pit official advises otherwise.
All interpretations of the
rules shall be decided at the executive level. No unwritten rules shall apply.
All complaints shall be in writing in the form of a letter to the PGARA.
Fundamental Rules for Drivers
The rules and/or regulations set
forth herein are designed to provide for the orderly conduct of racing events to
establish minimum acceptable requirement for such events. These rules shall
govern the condition of all PGARA events, and, by participating in these events,
all PGARA members are deemed to have complied with these rules. No express or
implied warranty of safety shall result from publications of, or compliance with
these rules and/or regulations. They are intended as a guide for the conduct of
the sport and are in no way a guarantee against injury or death to participants,
spectators, or others.
Racing is a sport, but a good
sport is made up of men and women. Racing has no place for the trouble makers,
or those who can see nothing but wrong, believing that every action of the
officials is directed at them, and that rules are made only to break. This man
or woman has no place in the racing sport and should be left at the entrance
gate of all racetracks.
Enter here, into The PGARA, those
we can trust, honor and respect. People we would welcome into our homes. This
book should be studied by all members, and then we may avoid many unnecessary
misunderstandings.
We adopted these rules,
regulations and specifications with the thought in mind that every competitor is
entitled to a fair chance in the most exciting of all competitive sports, "Auto
Racing."
Racing is a good sport. Many, many
grinding hours, days and weeks can be put into a machine and getting it to the
race track. Seeing it go around the track once and all the many hours of work
are forgotten and fulfillment is met.
This is racing, as it should be.
Regardless of the hardships, monies and joys, racing will continue. We hope
every one of you continue in the sport. We will be there in some capacity.
SAFETY
RULES
All safety rules are to be
obeyed. The PGARA representatives may implement further rules as deemed
necessary. The Board of Directors committee
has final authority.
- All classes require a
bell type helmet, minimum Snell 95, which is approved by Snell Memorial
Foundation. No cromwells. Bubble shields on helmets must have safety snaps.
Eye protection must be worn, even with windshields. APPROVED BY SAFETY
COMMITTEE.
- All classes must wear
approved driving suits, gloves, pit crew coveralls and car uniforms.
- Window net on the
driver’s side window mandatory. This net must be removable and an approved
safety window net. (No homemade window nets)
- CSA Approved helmet or
better is mandatory (Must be ten years or newer).

Neck Braces mandatory in
all classes.
-
Board of director
approved racing seat in all classes.
- A full 4
point roll cage, 3 door bars each side, front and rear hoops allowed, seat and
seatbelts must be attached to roll cage, minimum tubing size 1.75" diameter,
.095 wall thickness, all roll cage must be welded to frame or mounted to a
plate that is minimum 1/4" plate steel 6"x 6" square and bolted on or welded
to
floor boards and door sills
and or unibody frame or car using 1/2" bolts and big washers. No limits to
roll cage to protect yourself.
- All flammable material
to be removed (stock dash optional).
- Full
firewall and floor pan must remain stock.
- Steering
column must be stock.
- Safety belts regulation
type seat belt webbing or aircraft type harness. Five-point lap and shoulder
type belt required. Belts to be fastened to roll bars; positively no bolting
of harness together and no drilling through harness to use rivets and plates.
Must be after market (see diagram at the end of safety rules section).
- Easy entrance and exit
from driver compartment.
- ALL DOORS must be welded
shut.
- All glass must be
removed except the windshield.
- A full
windshield or Lexan shield on driver’s side with a
safety bar securely fastened from the roof to
the cowl in the center of the windshield opening, minimum ˝" O.D.
- Bars must
be safety padded in the driver’s compartment, steering wheel center to be
padded as well.
- Bumpers
must be stock and capped to body.
- Radiator must have over
flow catch can with a minimum 1 litre capacity.
- At least 2 hood and
trunk pins with 2" flat washers.
- All cars must have a
fully charged chemical fire extinguisher, of at least 2.5 pounds, mounted
securely within the driver’s reach. This extinguisher must be mounted on a
metal bracket (extinguishers can not be taped to roll bars).
- No sheet metal screws
allowed.
- Use of antifreeze is not
allowed.
- Fuel lines must be
passed by Safety Committee.
- Batteries within roll
cage secured, covered with rubber and passed by Safety Committee.
- Drive shaft sling made
of strap steel installed behind the front "U" joint, within the front third of
the drive shaft.
- A skid plate installed
on the right front lower "A" frame. A used brake shoe is recommended.
- Water cans must be
painted BLUE, gas cans painted
RED.
- Ignition switch removed
and a pull-on push-off type switch is to be installed within easy reach on
right hand side of driver, clearly labeled "IGNITION SWITCH".

SEAT BELTS MUST LOOK LIKE THIS
Floor mount hardware on the
ends of the lap belt that attaches your belt assembly to the floor must be
mounted in the vertical position. When using this type of hardware for any
reason, shoulder harnesses or belts must be mounted vertically.
Any car involved in an accident must be checked by the
Safety Committee or pit boss before it will be allowed to run in the following
race event. All accident damage is to be repaired before the next race meet.
HORNETS RULES
2011 Rules frozen for 2 Years
Entry Level Ministock Class (Hornets)
(These rules will also be used for the building of the 4-Cylinder roller Derby)
This is an entry level class for young drivers to start racing. These are very basic cars with minimal build requirements to encourage more participation. This is not for experienced racers to come in and dominate or itimidate younger drivers.
All car owners must provide Tech official with a specification sheet for their car. This document will be used to check the car at any time during the season for compliance.
- Drivers
- ligibility Minimum age 14 yrs
Drivers may only have maximum of one year
racing experience in any racing class to be able
to run Hornets.
- The championship winner at the end of the
season is not eligible to run in the class the next
year.
- If there is sufficient interest on a given race day,
a 2nd (B-Class) of drivers will be allowed a short
race during the race day. This is for experienced
drivers or car owners. It is not for points or a
championship.
Car
- Year 1990 or Earlier.
- Max Horsepower 96hp from factory.
- No Camber Allowed.
- Wheels/Tires Must be stock, snow tires are OK.
- No chains, studded tires or hubcaps.
Safety
- Cage Must have 2” pipe (maximum outside diameter).
- 2 bars up, 1 bar across, behind driver, with a 6”
square plate welded on each end. 4 - 3/8”
bolts and big washers in each end.
- No limit to roll cage safety.
- Must have 1 1/2” bar (oustside diameter) running
through the drivers door.
- Reinforcement Concrete in drivers door mandatory.
- Front hoop allowed (maximum 2” outside diameter).
- All cars must have a minimum of one (1) windshield bar installed from top to bottom, evenly spaced, attached securely and be a minimum of ¼”x 1” steel. The bar may be placed on the outside of the windshield.
- Window net on the driver’s side window mandatory. This net must be removable and an approved safety window net. (No homemade window nets)
- Fuel Cell Can remain in stock location if the gas tank is
plastice and is in front of rear axle.
- A skid plate must be secured between the fuel tank and track
- If gas tank is behind rear axle, it must be removed and a fuel cell must be used.
- If fuel cell is used, it must be securely mounted with firewall between fuel cell and driver.
- Battery Must be relocated inside the driver’s compartment, securely fastened and covered in rubber
- Racing belts required, minimum 4 point harness.
- No fiberglass or plastic racing seats allowed.
- All doors, hood and trunk lids must be chained, bolted or pinned.
- Minimum 3" x 36" yellow strip on back of trunk lid or on rear bumper for all rookie drivers.
- All chrome, glass, mirrors and exterior plastics must be removed.
- Must have muffler which exhausts behind driver, or can be run through the hood.
- All cars must be presentable.
- Numbers must be on the doors and roof.
- All suspension components, including bolts, must remain factory size, in factory location.
Mini Stock Rules
Rules frozen for 2 years
Refer to the Safety Rules for the basic building rules (Roll Cage, Bumpers, Fuel Cell, and Approved Clothing etc.)
The emphasis is on keeping this class of cars inexpensive to build as well as providing for the safety and fun of the participants. All cars will be extensively inspected for both safety and STOCK COMPONENTS. Failure to follow the intent of the rules or class will result in disqualification of car and or driver from the class. Cars must be stock in every aspect with the following exceptions. When the word “stock” is used it means as it came from the factory for the particular year and model in question. This also includes replacement parts by part number. Any question on parts need to be directed to the board of directors.
All car owners must provide Tech official with a specification sheet for their car. This document will be used to check the car at any time during the season for compliance.
Body Specifications
- Any four-passenger sedan. No sports cars. Trucks allowed.
- Body shape must remain stock. Lexan rear windows or Quarter windows allowed.
- No 4 wheel drive vehicles.
- Minimum 3" x 36" yellow strip on back of trunk lid or on rear bumper for all rookie drivers.
- No fiberglass or plastic seats allowed.
Suspension
- All suspension components must remain stock to make and model of car.
- All pivot points and mounting points must remain in stock location.
- Springs may be cut and spacers allowed. (No aftermarket shocks or springs).
- Shock must remain in stock position.
- May modify mounting point on upper right front strut tower for camber adjustment.
- Four (4) wheel camber allowed, no other suspension point modifications of any sort other than #5 rule.
Rear End Rules
- Any gear ratio allowed.
- Rear end and Transaxle must remain stock to make and model of car.
- No posi track or welded rear ends allowed.
Brakes
- All brakes must be in working order.
- No aftermarket brake bias allowed.
- All brakes must remain stock to make and model of car.
Tires
- 50, 55,60, 65 and 70 series street legal tires allowed. No nu-treads or any other racing tires allowed.
- Maximum of 7’ rim width. Aftermarket rims allowed.
- All tires to be 13”, 14”, or 15” No mixing of sizes.
- Wheels and tires not to protrude past fenders.
Engine Rules
- Must be make to make. No rotary engines
- Factory horse power rating of 120 hp max.
- Fuel injection allowed.
- Only one carburetor allowed.
- Any push rod or single overhead cam type engine allowed.
- All engine components must remain stock- only OEM replacement parts allowed.
- Stock camshaft only. Stock rods only for engine (no aftermarket rods allowed).
- Must use stock crank for that engine.
- No mixing or matching of parts to achieve any non stock configuration.
- No adapter or spacer plates between Carburator and intake.
- No decking of block
- Engine teched and sealed optional.
Head Rules
- Absolutely no machining of parts or port matching of heads.
- Valves to remain stock size and configuration.
- Only two valves per cylinder, No Third valve allowed for any reason.
- Rocker arms, Valve springs and Push rods to remain stock for that engine.
Intake Manifold
- Must be Stock intake, No Machining or grinding allowed.
- Reusable (i.e. washable) air filters allowed, provided they fit in the stock location of the car.
Carburetor
- Any stock make to make carburetor.
- Only single carburators allowed.
- No performance Carburators allowed.
- No air boxes allowed.
Ignition
- Must have stock points or stock electronic ignition only.
- No high performance or aftermarket coils allowed including any spark enhancers.
- Single Kill switch required to both disable the ignition and electric fuel pumps on fuel injected cars. All switches to be clearly marked.
- Ignition and fuel pump also to be connected to fuel pressure reduced pressure sensing switch mount on rail or in fuel line (inertia switch for roll over in Fords may be accepted).
Exhaust
- Stock exhaust manifolds only. Exhaust maximum 2" OD tube.
- Exhaust to exit behind driver.
- Muffler required.
Transmission
- Any stock auto or standard transmission for make and model of car.
- Only stock flywheel and clutch to be used for make and model of car.
- Only stock torque converters allowed. Transmission coolers allowed.
Body Stripping Rules
- No metal to be removed from inside car.
- Doors may be gutted for door bar clearance.
Fuel tank or cell
- Approved gas tank (Fuel Cell recommended).
- Fuel tank mounted in trunk. Fuel cell to be above trunk floor but may be mounted in side spare tire well.
- Stock fuel tanks may remain in car with the following conditions.
· Tank is plastic and situated in front of rear axle.
· Aluminum skid plate to be mounted underneath and cover entire fuel tank.
· Gas caps to be tethered and marked with car number.
2011 Street Stock Rules
Rule changes for 2011 will be in bold blue font.
All Cars must be stock in every aspect with the following exceptions.
When the word "stock" is used it means as it came from the factory for the particular year and model in question. This also includes replacement parts by part number. Any questions on parts need to be directed to the board of directors.
Chassis:
- Any North American built, stock production passenger car, or pick-up truck. No station wagons, convertibles, or Corvettes. 1982 and newer Camaros or Firebirds not permitted.
- 70-81 Camaro and Firebird allowed with stock front clip, unibody and rear suspension and body complete only.
- No four wheel drive cars permitted.
- No four wheel independent suspensions permitted.
- No excessive rear movement of the stock body permitted. Only a max. of 1" from the stock body mounts tolerated.
- Any steel body may be run over any chassis of same make. No distortion of the body is permitted to fit the chassis. Only the movement of the wheel openings may be moved to fit the wheel base of the chassis being used.
- Any stock appearing nose and tail pieces allowed.
- Bodies must be complete and remain stock appearing. Any damaged panels must be replaced before the next race day. 22ga. sheet metal may be used for repairs, no aluminum.
- After market steel body panels allowed.
- Hood must have a min. of two but four hood pins recommended in the front to hold it down.
- Holes around hood pins must not exceed 5/8". Straps connecting pins to the hood or body recommended. Hoods can not be bolted shut.
- All cars must have front and rear bumpers. Bumpers must be strapped to fenders on all four corners to prevent hooking.
- Minimum 3" x 36" yellow strip on back of trunk lid or on rear bumper for all rookie drivers.
- Wheel wells may be radiused for tire clearance. Fender well edges must be rolled under, not out. No sharp edges.
- All doors must be welded or bolted shut.
- Rear spoilers allowed. Spoiler can not be more than 6" high. Must be bolted to the trunk lid and can not extend beyond the width of the fender. No sides, no Gurney lips. No roof wings. Spoiler can be bolted to the tail or trunk
- The interior of the car must be stripped of all flammable material. All sharp objects must be removed or folded over
- Rear view mirror and a left side mirror that doesn't exceed body line allowed.
- Gas pedal may be modified or aftermarket. Pedals must remain in stock location. Toe hook recommended..
- Driver's compartment must be sealed off with minimum 22 ga. sheet metal, no aluminum.
- Stock front firewall and floor must be retained to behind driver. Passenger side of transmission hump may be removed and retinned with a min 22 gauge sheet metal. Behind driver may be removed and tinned over with a min. 22 ga. sheet metal. No Aluminum. Any discrepancies see tech man.
- All glass must be removed. Lexan front windshield mandatory. Rear and all quarter windows optional, Lexan only.
- Pick-up trucks must have lexan rear window or tin cover over truck box.
Wheel Base:
- Cars must be a min. of 108" wheel base. Frames over 108" wheel base may only be shortened in the straight, middle section to achieve 108" wheel base.
- Reinforcing the frame, such as boxing or adding an "X" brace is recommended.
- Fords may run a min. 104" wheel base on the 1984 to 1988 T-Birds and Cougars only. Must retain the original suspension that came with that car. No newer Mustangs permitted.
- All unibody cars must have sub frames tied together with an "X" brace. Sub frame connectors mounted length wise not allowed
- Wheel base must be within 1 inch variation right to left side.
- Must have a chain or eye front and back of car for lift and towing.
Engines:
- The engine must be the same manufacturer as the frame and body (GM frame, GM body, GM engine, etc.).
- The engine must be in the stock forward location. Engine must be in the centerline of the car.
- GM engines must use the stock upper engine mount. May weld lower mount to replace rubber bushing.
- Ford and Chrysler engines can use aftermarket or fabricated upper mounts. Subject to tech.
- NO ALTERATIONS TO THE FRAME IS PERMITTED FOR FUEL PUMP OR EXHAUST MANIFOLD CLEARENCE.
- Small block engines only maximum engine size GM- 350, Ford 351, Chrysler 360 plus max. .060" overbore permitted. Must use stock block, crankshaft rods, etc.
- All crate engines must comply with all of the engine rules!
- Stock distributor and stock design ignition parts only.
- 2bbl. carb only. Allowed. max. 500 cfm. Choke assembly can be removed but, choke horn stays.
- GM engines must run Rochester carbs.
- Ford engines must run Autolite carbs.
- Chrysler engines must run Chrysler Holley carbs.
- Stock style mechanical water pumps only. No electric water pumps permitted.
- NO antifreeze allowed in coolant.
- Any 2bbl. stock car or truck cast iron OEM intake manifold permitted. No four (4) bbl. Intake manifolds.
- No Aftermarket intake manifolds permitted. No porting or polishing.
- Max. 1" spacer between carb and intake manifold. Maximum of two (2) ¼" gaskets. Total allowed height ½".
- Two throttle return springs mandatory. Fuel filters must be steel, no plastic or glass allowed.
- Air cleaner mandatory. Any size filter. Open topped air box exiting to cowl permitted. Ram tubes or ducting allowed.
- Rear opening hood scoops allowed.
- GM engines - Cast iron open chamber heads only (minimum 74 cc). Max. 1.94" intake valve and 1.50" exhaust. No angle plug, Bow-tie, Vortec, "Camel Bump" heads. Must be a minimum of .039 compressed head gasket thickness.
- Ford engines- Stock Cast iron heads only. No 4bbl. Cleveland or GT-40 heads.
- Chrysler engines- Stock cast iron heads, No W-2 heads.
- All heads must use stock diameter valve springs with no alterations to the spring pocket.
- Screw in studs are allowed. No guide plates
- Stock style steel rockers only.
- No roller rockers or roller tipped rockers permitted.
- No roller lifters allowed
- No stud girdles allowed.
- Hydraulic camshaft only, with a maximum of .500 lift.
- Dished or flat top four valve relief pistons only. Must be stock appearing, cast or Hypereutectic piston only. No forged pistons. No light weight thin walled wrist pins. Pistons must run one piece 5/64 inch thick top and second ring "rule does not apply to standard bore dished piston short blocks".
- Piston clearance to be minimum .000 below deck.
- Any wet sump oil pan allowed that does not sit lower than the cross member. No crank scrapers.
- After market vibration damper and pulleys allowed.
- Stock production cast iron exhaust manifolds only. No Corvette 2.5" center dump manifolds permitted.
- All cars must have mufflers. H-pipes allowed, No X-pipes. Maximum of 2" exhaust pipe.
- All cars must have working starters, no push starting.
- Radiator must mount in front of the engine. Aluminum radiators allowed.
- Radiator must have a minimum 2 litre overflow catch can.
- Electric fans permitted. Fan must have an ON/OFF switch and be fused.
- No electric fuel pumps
Suspension:
- Front and rear suspension must mount in the stock locations with no alterations. No Camaro/Firebird front clips allowed on any other car except total stock unibody, rear suspension and body Camaro or Firebird
- No aluminum suspension or steering components permitted.
- The upper control arm shaft called "The Problem Solver" is allowed.
- Upper control arm mounts can not be moved to gain camber.
- Rear trailing arms may be boxed, mounts may not be altered on frame or trailing arms.
- No Panhard bars unless your chassis came stock with it.
- Panhard bars may not be adjustable and must only mount with the stock bushings.
- All cars must have a skid plate under the right front control arm. This plate must be lower than the brake rotor.
- Steel control arm and trailing arm bushings permitted. Trailing arms may have bottoms boxed for reinforcement.
- One shock per wheel, mounted in the stock location. Racing shocks permitted. No aluminum shocks permitted. No rebuildable shocks. No QA-1 shocks allowed.
- Racing springs may be used.
- Spring spacers allowed but no metal wedges in springs. Rear weight jacks allowed.
- Lowering blocks allowed on leaf springs. Rear leaf spring sliders permitted. Leaf springs must mount the original way they came from the factory.
- A minimum 6" ride height on the left side frame rail or doorsills on unibody cars. Measurement taken with the driver in the car.
- Stock tie rods only. No mono ball joints. No hiem ends. All steering components must be OEM type. No Howe replacement steering components. No alterations to the steering mounting points.
- A bigger or heavy duty type steering box may be used if it bolts to the stock location.
- After market fabricated steering column recommended.
- Bigger front spindles allowed but MUST BE OEM. No aftermarket spindles allowed. No OEM drop spindles permitted.
- Sway bars must be OEM and must mount in the stock location. Front sway bar can only be adjustable at the control arm mounting point.
- Car must weigh NO LESS THAN 3300 LBS. at any time, with driver.
- Lead ballast must be bolted to the frame or cage with two ½" bolts and lock nuts (Double nuts is acceptable alternative). All ballast must be painted white with your number painted in black. All ballast must be visible to tech. inspector.
- Weight allowance 55% Left side max., 47% Rear max., with driver all day.
Tires/Wheels:
- Must use a heavy duty racing type wheel. No stock rims permitted.
- Wheels can not exceed 8" in width.
- No aluminum rims.
- Aftermarket wheel studs and nuts recommended.
- The tire and rim shall not extend more than 4" outside the body.
- Max. 2" wheel offset.
- Used Goodyear Short track specials, with a maximum of 5/32 tread depth. All tires will be checked and stamped by tire tech official if they pass inspection. No tire softeners.
- No wheel spacers allowed.
Drive Line:
- Must have driveshaft hoop.
- Drive shaft must be painted white with car number on it.
- No aluminum drive shafts permitted.
Roll Cage:
- All cages will be teched. Cages must be securely welded to the frame and/or floor of the car. Minimum roll bar thickness is 1.5" diameter, 1.25" wall thickness or 1.75" diameter, .095" wall thickness.
- There must be four door bars on the driver's side and three on the passenger side. Driver's door bars must be tinned to protect the driver, minimum of 20 gauge.
- The roof bar can not be more than 6" from the out side of the roof on the passenger side.
- Rear upright must be cross braced.
- Front window bars can not be more than 6" back from the roof post.
- Front uprights must be connected by a dashboard bar.
- All cars are recommended to have an "Earnhardt Bar" in the center of the windshield area of the front roll cage. Must be made of either one ½" tube or two 1" bars 6"-12" apart.
- Must have minimum two (2) windshield bars, minimum 0.5" O.D.
- All cages will have an ankle bar on the left side.
- All roll cage bars within reach of the driver must be padded.
- All cars will have a safety approved aluminum racing seat mounted securely to the roll cage. Must be bolted down with a min. of four (4), 3/8" bolts with big washers and lock nuts. All seats will have headrests. No fiberglass or plastic seats permitted.
- Rub rails allowed, must be within one inch of the body panel, ends cut capped, 1" x 2", 3/16" wall, bumper height.
Fuel Cell:
- The use of a commercially manufactured fuel cell is mandatory. Must be contained in a container of not less than 22 ga. steel.
- Pump Gas only no racing fuels . With no additives.
- It is recommended all fuel cells be 22 gallon capacity.
- Overflow check valve is required.
- No material other than the standard foam supplied by a fuel cell manufacturer is permitted.
- Fuel cell must be mounted between the frame rails and as far forward as practical. Must be securely mounted with a min. of two 1½" wide straps bolting it down. Any fuel cell over eight gallons must mount inside a cage constructed of min. 1" square tube (NASCAR type). Must have a min. of two 1½" wide straps bolting it in.
- Fuel cell must have a min. 8" ground clearance.
- All cars must have a nerf bar welded to the rear frame behind the fuel cell. The nerf bar must be at least the width of the fuel cell and extend up to the frame or a cross member on the sides. The nerf bar must hang at least two inches below the level of the bottom of the fuel cell. This bar must be constructed of a min. of 1¼" round or square tubing.
Transmission:
- Any OEM manual or automatic transmission.
- Must have working reverse gear.
- Automatic transmission must have a steel, working torque converter weighing 39 lbs.
- Torque converter must mount to an OEM, steel flex plate with no alterations.
- All transmission coolers must be mounted either ahead of the front firewall in the engine compartment or behind the rear firewall. No coolers permitted inside the driver's compartment.
- All transmission lines must have either screw on fittings or double clamped over flared ends. Any transmission cooler lines running through interior of car must be metel or steel braided hydraulic hose.
- All cars with manual trans. must have a ¼" steel scatter shield top 180 degrees, or thick belting.
- All bell housings must have an inspection hole, a minimum of 1¾" in size on the lower passenger side of the bell housing, or be open at the bottom for clutch and flywheel inspection.
- Stock OEM type, single disc clutch and pressure plates with a min. 10" diameter. Must weigh minimum of 39 lbs.
- No aluminum flywheels permitted. Stock OEM, steel flywheels only.
- No aftermarket flywheels permitted.
Rearends:
- Stock working rear end allowed including posi track, welded rear ends and mini spools.
- Rear end must be centered in the car and installation will be to the satisfaction of the tech. inspector.
- Locked rear ends permitted.
- No Detroit Lockers permitted.
- No traction control devices of any kind permitted.
Brakes:
- All cars must have stock OEM brakes in good working condition on all four wheels.
- Lightening of backing plates, brake drums, discs, shoes or calipers by cutting, trimming or grinding metal is not permitted.
- No rear disc brakes permitted
- Must use stock OEM type brake components only.
- Hi-performance, racing stock type brake pads permitted.
- You may use stock type OEM bigger spindles with bigger brakes.
"P/N AFCO 9850-6501 rotor also allowed"
- No aftermarket spindles permitted. No drop spindles permitted.
- Ducting to the front brakes is ok.
- No brake bias adjusters permitted.
- Stock OEM type master cylinders and brake pedals only. In stock location. No aftermarket brake pedal assemblies permitted.
Appearance:
- Cars must be neatly painted with all exterior body panels. A damaged car, if it is safe to continue, will only be allowed to finish that race date. The car must be repaired before coming back to the track another race date.
Safety:
- Refer to Safety rules for clothing, helmets, and other equipment.
- Batteries must be securely mounted to the frame or cage, not the floor. If mounted in the driver's compartment it must be sealed inside a battery box.
- All cars must run a quick disconnect switch within reach of the driver. Switch must be clearly marked ON/OFF.
- Holes in the floor or firewall must be sealed with minimum 20 gauge steel
Hit to pass Rules
ELIGIBILITY OF CONTESTANT AND VEHICLE OPERATION
All drivers must be at least 16 years of age. All competitors under 19 years and under require parents’ consent. No one under the age of 14 is allowed in the pits.
If you build or add anything that exceeds the spirit of these rules, you will be required to remove it. This is solely at the tech inspector’s discretion. If you don’t, you will not be allowed to run, and may be sent home with no refund of any entrance fees paid for any car or crew.
Vehicles must be operated in a safe manner at all times.
All contestants and pit crew members must be clean, neatly and professionally attired at all times when appearing in public. The show is slated to look as professional as possible. Your appearance should reflect this image. A driving suit, overalls, or matching long sleeve shirt and pants are recommended.
The appearance of your vehicle is up to you. You are not required to paint it, although several people are doing just that. Lettering, graphics, decals, etc. are up to you. However, pictures, wording, etc. should not be offensive and will not be tolerated. "Cute" nicknames, slogans, artwork are encouraged.
If any driver or his/her crew member is determined to be under the influence of an intoxicating agent of any kind, his/her vehicle will not compete for the duration of the event. Any driver or pit crew member found on or around the track pit area with an intoxicant will forfeit winnings and points from that event, and will be suspended.
- No convertibles, Canadian or American domestic vehicles only.
- All glass and upholstery, side chrome (except front seat) must be removed.
- No other gutting except burnables.
- If the windshield is removed, a screen of half inch or smaller steel mesh must be installed. Acrylic Lexan is also an acceptable substitute.
- Must pad steering wheel, B pillar, top of inside driver’s door, any sharp edges or bars within reach of the driver.
- All cars must have…driver's door reinforced with steel pipe 1 1/2 O.D. Pipe to extend into back door or quarter panel …drivers door filled 2/3 with cement. No execptions. No steel rods to extend outside of drivers compartment.
- You may also run a grader blade or 2" flat bar down both sides of car at bumper height. Must be bolted securely with at least 4 bolts and large washers. If it falls off or begins to hang you will be black flagged. It must be between wheel wells, no wider than 6”. Even if you run grader blade, you must have concrete in the driver’s door per rule 6 above.
Anyone building a van should approach Board of Directors or Tech inspector BEFORE building vehicle for exceptions.
- Proper and secure roll cages to be installed. Roll cage must consist of 2 bars up and down behind the driver and joined across the top. Plus two bars from top of uprights to back seat wall (This is to prevent the roll bar from moving forward or backward in a roll over situation). The two bars up and down need to be welded or bolted top and bottom with minimum 6" square plate on ends. One bar door to door NOT attached to the roll bar. Seat belts to be attached to roll bar not the door to door bar (This is to prevent the belts from tightening and choking the driver if the door to door bar is shifted out of place). All bars must be a minimum of 2" outside diameter. Minimum 1/4" wall thickness.
- All cars must have a minimum of one (1) windshield bar installed from top to bottom, evenly spaced, attached securely and be a minimum of ¼”x 1” steel. The bar may be placed on the outside of the windshield.
- All doors must be securely fastened or welded.
- You may now reinforce rear frame with maximum 2" pipe only. It must stay in the frame area only and may join up two (2) bar from frame rail to frame rail behind the rear end, or, an X pipe behind the rear end, from frame rail to frame rail.
- You may reinforce the right front fender. It consists of two (2) bars up from the frame rail to one (1) bar inside the fender. This bar cannot extend in front of the rad support, or behind the firewall. These bars will be a maximum of 2” outside diameter. Tech inspector reserves the right to have you remove any unsafe pipe throughout the event.
- You may also build a front hoop consisting of two bars up and one across in front of radiator with two bars going back. They must be in front of the upper control arm mounting points. Maximum of 2" outside diameter tubing allowed. The front hoop must not extend wider than frame rails The front hoop must not be higher then the original factory radiator support and may not tie into the roll cage
Anyone building a van or pick up truck should contact Board of Directors or Tech inspector BEFORE building vehicle for clarification.
- WHEN REPAIRING DAMAGED CARS, NO MATERIAL STRONGER THAN WHAT YOU ARE REPAIRING MAY BE USED.
- Stock Bumpers only! (This means leave your pre fabricated bumpers at home.)
- Excessive reinforcing of cars on second day will no longer be tolerated.
- Cars must be equipped with four-point harness seat belts. (See figure 1 in “Safety rules”).
- All cars must have a sturdy head rest and neck brace. Window net in driver's door
must be functional. The top and bottom of window net must be secured inside of car (rollover protection) with a minimum of 3/8 bar. The window net cannot be home made.
- Driving suit or flame retardant coveralls mandatory (Must have tag or label stating they are flame retardant or something to that effect). Approved helmets, driving gloves and racing neck brace mandatory. Helmet must have approved visors or driver must wear safety glasses or goggles.
- Gas tank must be removed and an outboard motor tank or fuel cell securely placed in back seat of car between the bars going to the back wall (see rule 8). Pump gas only.
- Pick up trucks must mount fuel tank near the cab within the box, but tied into roll cage or frame. Don’t mount fuel tanks to the box floor.
- Trucks must weld cab to box both sides and weld tailgate to box.
- No fuel lines inside of the vehicle except the tank connections. No plastic connections / fittings, or filters allowed. Must use stock steel fuel line in stock location. If the vehicle has fuel injection, it must have a master kill switch that kills all electronics (including electric fuel pump). If not sure, consult Tech inspector.
- No antifreeze allowed.
- No trailer hitches, no reinforcing of wheels, frame, radiator etc. You may not raise height of car (e.g. reversing springs shackles). No cooling system other than stock.
- Air conditioning systems must be drained and made inoperable.
- NOTE: ANTIFREEZE AND FREON MAY NOT BE DRAINED OR DISCARDED ON PGARA SPEEDWAY PREMISES.
- Batteries must be securely fastened behind or beside driver seat, and covered with
rubber. If it is mounted behind the driver, it must be well within the bars going to the back wall (see rule 8).
- Muffler and tail pipe can be removed.
- All cars must have working brakes.
- No studded tires.
- Radiator to be in engine compartment.
- All cars must have a fully charged chemical fire extinguisher, of at least 2.5 pounds, mounted securely within the driver’s reach. This extinguisher must be mounted on a metal bracket (extinguishers can not be taped to roll bars).
- Cars must have their number on roof and doors (MIN. 20" AND VISIBLE).
- All cars will be teched. Any car that officials deem not complying with rules or unsafe will be cut from the program until the problem is FIXED.
- Driver must be out of car when refuelling.
- All driver’s door must be full of cement regardless of cage configuration, including ‘former stock cars’.
- A bright marker light must be put in the back of the car. It can be inside the rear window area, or on top. It can be either a solid light, or flashing. This is for your safety, (i.e. to prevent disabled cars from being further hit, and to be seen during night racing)
- There must be a 1 foot hole cut in the trunk for inspection purposes
